Indonesia’s IP Roadmap Targets 2029 Reform

Indonesia is moving to strengthen its intellectual property (IP) system with a new national roadmap, expected to be finalized by 2029. The goal is to align government agencies and improve IP protection.

Led by the Law Ministry’s IP Directorate General and coordinated by the National Development Planning Ministry (Bappenas), the roadmap will be backed by a Presidential Regulation, requiring all ministries and institutions to follow it. Key priorities include faster and easier IP services, especially for MSMEs, universities, and the creative sector, along with better enforcement. This includes speeding up trademark certification, addressing counterfeit goods through retail certifications, and improving coordination between agencies.

The plan responds to ongoing concerns from foreign investors about weak IP protection in Indonesia, especially around trademark disputes with local registrants. By fixing these gaps, the roadmap aims to offer more legal certainty and support higher-quality investment in innovation.
